MadShib, also known as Alexei, Moomoo, or Shiby, is a council member of the Democratic People's Republic of Cat Hill.
Shiby opened the surviving DPRCH Council discussion on 27 August, described it as a workers' council, and stated that it had no leader because members held equal power. He proposed several ministerial portfolios but did not complete a clearly recorded cabinet appointment process.
In practical play, Shiby focused on industry, fortifications, and Create: Big Cannons. His stated plans included a manufactorum, mine, defenses, and cannon factory. Much of his later activity concerned making a cannon lathe work, which gave the server an arms-development program with the reliability of a school science fair.
