The Democratic People's Republic of Cat Hill (DPRCH), also called Cat Hill or Cat Nation, is a nation on the Create Server. The DPRCH describes itself as socialist and syndicalist and is governed by a workers' council. Early council discussion rejected a permanent single leader and described members as holding equal power.[1] By 31 August, MadShib held the interim chairmanship and catgirlfeet served as Interim Minister of Industrial Labor.[2]
History
Formation
The name Cat Hill appears in public Minecraft chat by 27 August 2026. Early in-game discussion also refers to goods from Cat Hill Winery and the need to trade with other nations, indicating that a territorial and economic identity existed before the DPRCH Council first met later that day.[3]
The DPRCH Council first met later on 27 August, when Shiby told participants that they were council members. The discussion proposed portfolios including labor, national defense, agriculture, internal affairs, propaganda, and foreign affairs. Only some participants responded to proposed assignments, and the council did not complete a cabinet. The interim offices of chairman and Minister of Industrial Labor were established later.
Government and ideology
The DPRCH describes itself as socialist and syndicalist. Its constitution defines a democratic, socialist and cooperative republic governed collectively by the Council. Each member has one equal vote, ordinary decisions require a majority, and no official is a head of government. Removal of a member requires unanimity among the other seated members. The Supreme Court can invalidate unconstitutional acts.[4]
Council Decree No. 1 appoints People's Commissars for Strategic Affairs (x), Industry and Trade (Shiby), Agriculture and Resources (Sophia), Interior (Javier), Foreign Affairs (Matthew) and Justice (Curb). Their portfolios do not create superior Council ranks.[5] Oxy serves as Interim Commissar of Defense pending a future doctrine establishing the permanent office.[6]
Membership
As of 31 August, Cat Hill's members were MadShib, catgirlfeet, catnipsmoke, Curb_Y, DevBuiId, BoiOree, GuardianLuvsU, and SquishyIsaac. GuardianLuvsU and SquishyIsaac joined the server and became Cat Hill members on 31 August. SockMonkeyyy was an early council member and former commissar, but left the nation on 29 August. TongsXD was closer to Cat Hill than the Empire but remained politically between the blocs. Sophia continued working in resource collection and mining.[7][8]
Territory and settlements
Cat Hill is the national center and the location of a structure described in public chat as the capitol. The exact border has not been formally surveyed. On 30 August, Spawn Island was described as an autonomous region of the DPRCH.[9] Public Minecraft chat on 31 August states that Jude's base could be seen from the Cat Hill capitol, indicating visual proximity between important sites despite the groups' territorial separation.[10]
Economy and infrastructure
Recorded economic activity includes Cat Hill Winery, food production, mining, and industrial construction. A large windmill was developed on 29–30 August. Electrical infrastructure followed on 30–31 August, alongside an advanced Create storage system protected with SecurityCraft components. Council plans also listed a mine, manufactorum, cannon factory, bunkers, turrets, housing, power systems, and transport links. The dated windmill, electrical, storage, and security works were reported as active development, while other listed projects remained plans.[11]
Agricultural work included Shiby's cultivation and crossbreeding of cannabis through Growery, a mod developed by catgirlfeet.[12]
Defense and security policy
DPRCH members discussed fortifications, artillery, airships, radar, autocannons, and missiles. Shiby continued work with Create: Big Cannons, while SecurityCraft components were being added to protect the developing storage infrastructure.[13] Participants later said the planned bunker and cannons were defensive. In public Minecraft chat on 31 August, catgirlfeet stated that an unapproved strike on the capital would count as griefing and could result in a ban.[14]
Foreign relations
Cat Hill's early rivalry with The Empire is covered at Cat Hill-Empire Cold War. The Draft Non-Aggression Treaty circulated on 28 August remained a separate proposal. In September, Cat Hill recognized Chickaloon and ratified the Treaty of Chickaloon, covering territory, a demilitarized zone, railway access, environmental safeguards and free trade.[15][16][17]
September construction
By early September, construction included the Cat Hill Library, Cat Hill cannon factory and Cat Hill greenhouse. Isaac assisted Shiby's excavation and developed a Create workshop, while Oxy worked on a base and proposed a hangar and shooting range.[18]
September political developments
The Chickaloon border dispute divided the council over mapped territory and recognition of a nearby settlement. Shiby disputed catgirlfeet's claim, emphasized collective decisions and announced an intention to leave. She remained a Cat Hill member and signed the treaty for Cat Hill.[19][20] Catgirlfeet later negotiated the Treaty of Chickaloon and confirmed recognition of Chickaloon.[21]
Oxy was repeatedly addressed as part of the Department of Defense on 4 and 5 September. Her title is Interim Commissar of Defense, pending a future doctrine for the permanent office.[22][23]
Later on 5 September, mines near Cat Hill and its portals caused damage and a dispute over responsibility. Investigation, repairs and reported retaliation are covered at 5 September mine incident.[24]
Constitutional administration
The Constitution of the DPRCH continues the appointments made by Council Decree No. 1, provides civil and property rights, establishes courts and defines Spawn Island's autonomy. Both documents are dated 2 September 2026.[25][26]
The September administration includes Javier as People's Commissar for the Interior and Oxy as Interim Commissar of Defense. Shiby remains a member of Cat Hill.[27][28]
