TongsXD, known as Javier, is the People's Commissar for the Interior of the Democratic People's Republic of Cat Hill. He initially described his lifestyle as nomadic and was closer to Cat Hill than the Empire.[1]
During a council discussion on 29 August, TongsXD said he lived a nomadic lifestyle. Cat Hill participants said nomadic participation could be accepted if he contributed to national projects. The exchange stopped short of a clear, lasting citizenship declaration.
Council Decree No. 1 later appointed him to the Interior portfolio, covering domestic administration, services, elections, citizenship, public security and relations with local and regional governments.[2]
