The conflict consisted of geographic separation, mutual suspicion, treaty discussion, fortification, weapons development, and disputes over the rules governing violence and property. Both sides stated at different times that they did not want open war.

In general usage, a cold war is a condition of sustained hostility that stops short of direct large-scale fighting. On the server, the term referred to military preparation and diplomacy without a deliberate battle. The conflict was not comparable in scale to the historical Cold War.
Background
The immediate background was the proposed exile of Jude on 27 August. Jude and allies developed a separate settlement that became known as the Empire. The DPRCH organized its council later that day. Public Minecraft chat confirms that Cat Hill and a separate Empire base were both recognized by 28 August.[2]

The DPRCH side consisted of the council state and its current members. MadShib held the interim chairmanship and catgirlfeet served as Interim Minister of Industrial Labor, while the council retained its stated collective authority.[3] The Empire side consisted of Jude, Patty, and trolling. Military preparations
DPRCH council members discussed an airship, howitzers, mortars, bunker-busting ammunition, mines, radar, autocannons, missiles, bunkers, and a cannon factory. Most references were proposals rather than completed deployments. On 29 August, DPRCH members said their bunker and planned cannons were defensive. Empire-aligned players replied that nearby defenses and requests for gunpowder still appeared threatening.[4]
Many proposed systems were not yet operational. Cannon construction consumed several days of troubleshooting. A later mishap damaged part of the Empire base, but the chat attributes it to a technical error involving chunk loading rather than deliberate fire.
The server also developed high-impact magic described by players as “nuke” spells. Public Minecraft chat records that one spell removed a large area and was subsequently nerfed.[5] The term referred to a destructive game mechanic, not an actual nuclear weapon.
