Council Decree No. 1 is the foundational administrative decree of the Democratic People's Republic of Cat Hill. Dated 2 September 2026, it appoints six People's Commissars, establishes the Spawn Island Autonomous Region and directs the drafting of the Constitution of the DPRCH. Its closing statement records adoption by majority vote of the Council.[1]

The defense portfolio is separate from these six appointments. Oxy subsequently serves as Interim Commissar of Defense, pending a future doctrine establishing the permanent office.[3]
Council authority
Council Decrees are binding collective acts normally adopted by majority vote. No member may issue one alone. Commissariats administer their respective portfolios without gaining additional Council votes, and none constitutes a head of government. Removing a Council member requires unanimous approval from every other sitting member.[4]
Constitutional continuity
The decree creates Spawn Island's autonomous status but leaves its detailed institutions to later legislation or a constitution. The Constitution of the DPRCH subsequently defines those institutions and continues existing offices and laws unless they conflict with the constitutional order.[5][6]
