The Spawn Island Autonomous Region is an autonomous constituent territory of the Democratic People's Republic of Cat Hill. Council Decree No. 1 establishes its autonomy, and Article XI of the Constitution of the DPRCH defines its institutions and relationship to the national government.[1][2]
Government
The region's governing body is the Autonomous Council. Members are chosen by residents under a regional electoral law. Until that law is adopted, the national Council may appoint an interim body. Each member has one vote. A presiding member can organize meetings and communicate decisions but is not a governor or head of government.[3]
Regional responsibilities include local building and land-use rules, roads, docks, utilities, housing, markets, cultural institutions and public services. Cat Hill retains national defense, foreign affairs, citizenship, intelligence, state finances, criminal law and strategic projects. Regional legislation remains subordinate to the constitution and Council Decrees.[4]
Territory and transport
The Treaty of Chickaloon retains Spawn Island as Cat Hill territory and marks it in green in Annex I. The treaty gives Cat Hill continuing railway rights through Chickaloon to reach the island, including passengers, freight, construction and maintenance. The map's label Spawn Island Autonomous Zone refers to the same territory.[5]
