The Constitution of the Democratic People's Republic of Cat Hill establishes the Republic's permanent collective government, public rights, courts and the autonomous administration of Spawn Island. The document is dated 2 September 2026 and ends with a statement of Council adoption. It preserves the offices created by Council Decree No. 1.[1]

Government and voting

The Council is the supreme collective legislative and governing body. Every member has one equal vote, with no individual head of government or superior Council rank. Ordinary proposals require a majority of seated members, and tied votes fail. New members may be admitted by majority vote. Removal requires unanimous agreement from every other member, with the affected member excluded from that vote.[2]

People's Commissars administer portfolios under Council direction. The Council may appoint, reassign or remove them and review administrative decisions. Their appointments confer no additional Council vote. The six foundational portfolios are Strategic Affairs, Industry and Trade, Agriculture and Resources, Interior, Foreign Affairs and Justice.[3]

Rights and property

The constitution provides equal legal protection, political participation, peaceful expression and association, notice of laws and a fair hearing. It rejects retroactive punishment, arbitrary detention and arbitrary confiscation. Personal homes, possessions, creations and enterprises receive protection, while infrastructure, resources and public projects may be administered collectively.[4]

Courts

Judicial authority belongs to the Supreme Court and lower courts created as needed. The People's Commissar for Justice administers the courts, sits on the Supreme Court and appoints other judges. The Supreme Court interprets the constitution, resolves institutional disputes, reviews lower-court decisions and can invalidate unconstitutional acts. Judges with a direct personal interest must recuse themselves, and the Council may not dictate judgments in pending cases.[5]

Finance, defense and foreign relations

Public spending requires Council authority. Strategic Affairs administers budgets and the Treasury, while development policy emphasizes useful infrastructure, sustainable production and cooperation. War declarations, binding alliances, territorial transfers and permanent foreign military arrangements require Council Decrees. Security institutions remain subject to law and collective oversight.[6]

Spawn Island autonomy

Spawn Island is a permanent autonomous constituent territory, not a separate sovereign state. Its Autonomous Council governs local matters with equal votes and majority decisions. A presiding member may organize proceedings but has no veto, tie-breaking vote or superior rank. National authority covers defense, foreign affairs, citizenship, intelligence, the Treasury, criminal law and strategic projects. Regional acts cannot override national law.[7]

Emergencies and amendments

The Council may declare an emergency by majority vote, specifying its reason, scope and duration. Emergency powers cannot create a head of government. Constitutional amendments normally require two-thirds of seated members. Changes introducing a supreme leader, unequal votes or unilateral removal power require unanimity. Abolishing Spawn Island's autonomous status additionally requires approval from its Autonomous Council.[8]
