== Government ==
The region's governing body is the Autonomous Council. Members are chosen by residents under a regional electoral law. Until that law is adopted, the national Council may appoint an interim body. Each member has one vote. Regional responsibilities include local building and land-use rules, roads, docks, utilities, housing, markets, cultural institutions and public services. Cat Hill retains national defense, foreign affairs, citizenship, intelligence, state finances, criminal law and strategic projects. == Territory and transport ==
The [[Treaty of Chickaloon]] retains Spawn Island as Cat Hill territory and marks it in green in Annex I. The treaty gives Cat Hill continuing railway rights through Chickaloon to reach the island, including passengers, freight, construction and maintenance.
