== Council authority ==
Council Decrees are binding collective acts normally adopted by majority vote. No member may issue one alone. Commissariats administer their respective portfolios without gaining additional Council votes, and none constitutes a head of government. == Constitutional continuity ==
The decree creates Spawn Island's autonomous status but leaves its detailed institutions to later legislation or a constitution.
