The Council is the supreme collective legislative and governing body. Every member has one equal vote, with no individual head of government or superior Council rank. Ordinary proposals require a majority of seated members, and tied votes fail. New members may be admitted by majority vote. The constitution provides equal legal protection, political participation, peaceful expression and association, notice of laws and a fair hearing. It rejects retroactive punishment, arbitrary detention and arbitrary confiscation. == Courts ==&lt;br /&gt;
Judicial authority belongs to the Supreme Court and lower courts created as needed. The People&amp;#039;s Commissar for Justice administers the courts, sits on the Supreme Court and appoints other judges. The Supreme Court interprets the constitution, resolves institutional disputes, reviews lower-court decisions and can invalidate unconstitutional acts. National authority covers defense, foreign affairs, citizenship, intelligence, the Treasury, criminal law and strategic projects.
