== Government and voting ==
The Council is the supreme collective legislative and governing body. Every member has one equal vote, with no individual head of government or superior Council rank. Ordinary proposals require a majority of seated members, and tied votes fail. New members may be admitted by majority vote. Judicial authority belongs to the Supreme Court and lower courts created as needed. The People's Commissar for Justice administers the courts, sits on the Supreme Court and appoints other judges. == Spawn Island autonomy ==
Spawn Island is a permanent autonomous constituent territory, not a separate sovereign state. Its Autonomous Council governs local matters with equal votes and majority decisions. A presiding member may organize proceedings but has no veto, tie-breaking vote or superior rank. National authority covers defense, foreign affairs, citizenship, intelligence, the Treasury, criminal law and strategic projects.
